The number of preset bank is a matter of hardware.
Early Voyager versions (including the RME) had one bank. Then Moog released a new hardware version and upgrade for old versions. And at the same time a new OS version to make use of the new preset slots.
So your RMe appears to be without the extended memory. Or you just did not found the new banks yet.
keep on turning these Moog knobs
Prodigy * minimoog '79 * Voyager * MF102 * MF103 * MF104z * MP201 * Taurus 3 * Minitaur * Sub Phatty * MF105 * Minimoog 2017+ MUSE * One 16 (sold)

I managed to find my presets by doing the following:
In Panel mode, push (and hold) Cursor then +1. -1 to go through the banks A, B, C etc.....
I wonder of that would work for you?
