Local Controls Menu Missing? (RME)

just going through the manual for my Voyager RME & I noticed that some of the menus arnt there that the manual mentions, such as the Local controls in the panel menu - my RME has firmware 3.5

reason I was asking is beacause I am experiencing filter sweep laddering, much the same as this guy here

and was trying to follow the steps to remedy it

is it actually possible to record / send a smooth midi filter sweep from your DAW? or does the nature of midi being 1 - 127 make it all glitchy sounding like I am experiencing?

Local controls are in the Master menu - not the Panel menu.
