If I plug a **second** ep2 into any of the control inputs on my voyager, it does nothing. It doesn't matter which control input it is, each one will work fine if it is the *first one to have an ep2 connected. Furthermore, if I send a cv from another (i.e. non ep2) source like an lfo from a cp251 into the second control input it works fine as well.
Is this just the design of the voyager - like since the expression pedals are unpowered it is only set up to power one of them? Or is my voyager behaving badly?

I'm thinking there is a problem with one of your EP-2's. If one of them shorts the power because of a bad wire or jack, they won't work. I've used as many as 5 EP2-s with no troubles. (I have one of the new ones and 6 of the old ones.<no trim pot> They all work fine together.)
Meter the Tip, Ring and Sleeve of both of yours and I'll bet one them reads a short where the other one doesn't. Search your manual for the pinout of the EP2, I don't have a copy here handy.
