Local control OFF should turn off the pitch and mod wheel local control too, in addition to the keyboard. It should be possible to turn local control on and off by a midi control change message also. That way a user could easily switch between a midi control setup and direct control of a lot of keyboards with 1 cluster of midi messages.

It would be nice if we could define midi program change messages. That way you can hook up a midi enabled FX processor and define an FX preset for every program. Like it is now, unless I'm totally wrong, the voyager send a program change always identically to the program number it's on.

So the Voyager is doing it like most keyboards do.
Why not ask the FX manufactor to add a patch change list?

I don't think master keyboard functions like this are that needed on the Voyager. There are more important known problems in a very basic midi out functions. But I think most users didn't found out yet.

The most important missing feature is a fast scroll function to reach preset that more then 10 storage slots apart. Why not add something like Roland did on the M-VS synth expander models:
Press the UP or DOWN button for normal function (like they do now)
Pressing the other button while scrolling with the UP or DOWN button will double the scrolling speed. And I don't think there is a need to actually load the sound into the buffer before the buttons are both released.
