Said another way, it's an adapter/connector that changes the wiring of tip/ring such that a standard TS foot switch can 'step' the pattern rather than having it affect the Tap Tempo function.
You can get the same effect by putting the plug in 1/2 way (something I've actually seen recommended by Moog) I'm not a fan of that;
... or simply take a standard 'insert' cable (1/4" stereo to 2 x 1/4" mono) and connect the 'other' to a proper footswitch (not the type which is hardwired).
... final option is to solder a Stereo plug onto a standard hardwired momentary footswich.

Ohi get it. It just tweaks the wiring. Few minutes with the soldering iron will duplicate that no prob. Thanks.

Well, no, its an adapter that you slide on, not a conversion. A quick run to the store and a few minutes with the solderin iron, that way its not permanent!
