modulation when the mod wheel is down

in some patches i get modulation even when the mod wheel is all the way down. why ?

Because the amount knob on the second modulation bus is still turned up?

Because it is programmed that way. Just like in some patches the wheel does nothing.

wht should i hear modulation when the second amount knob is up, when the mod wheel is down?

Modulation routing. The wheel is a perfomance controller. It isn't the only way to use or route modulation. An ep2 can be used as a controller through other busses for modulation. Velocity and afterpressure can control modulation. The TP and pitch bender can control modulation.
The more you play with your Vger and or reverse engineer the factory patches, the better you will understand.
