Do you have a reliable source for the 1997 Electric Blue? I am only aware of a 2004 version of that name. The „1997“ given at the english Wikipedia is without a reference. And I did not fine one, beside pages repeating this from Wikipedia.
And Bob Moog got his „Moog“ company name back in 2002, not 1997.
The Minimoog Voyager SN #002 got a certificate of being from 2002. See
here.
And I saw Voyager #058 here in Germany. It was delivered fresh from Moog to the proud owner in 2002. And I know the german owner of the SN #057, delivered 2002.
I also remember the name Voyager came from a kind of compitition. And it was Amanda Pulver who won it with the name „Voyager“.

So I think the „1997“ is either pure hand made prototypes of Big Briar and were not for sale. And they did not had the patch memory, as Rudi Linhard pursued Bob to make a new Minimoog in 2000:
