Is anybody working on something like this? I wonder if Metagrid could be used to change the settings.

I think Metagrid's MIDI capabilities are limited to controlling a virtual instrument, so you probably couldn't talk directly to the Matriarch. But there is another iPad app — MIDI Designer — that's used for custom-building MIDI controllers that can talk to physical instruments.
However... after checking the Matriarch manual, not all of its controls are mapped to MIDI Continuous Controller (CC) numbers. For example, you can send oscillator octave, frequency, and sync CC values to the Matriarch, but there are no CCs for oscillator waveform. There are no CCs for controlling the VCFs or EGs. So even if you went to the effort of building a Matriarch settings editor, there are many settings you could not edit.
