Love and Peace or Else by U2 and Hung up by Madonna

Anyone know what that effect they use in the last bit of the song? it starts off as a really blurry and muddled and then goes back to what it 'should' sound (unblurry and undistorted) sort of like how a phaser or filter works though i'm not sure if it is what they use. it sounds similar to the new madonna song hung up which happens in the beggining.

sorry if this sounds kind of confusing.
