contour/keyboard schematic----Typo-?

Hi all , refurbishing the above board and noticed that q9 and q11 are matched with the pnp 10-20mv lower than the npn at 200ma.
Is this a typo ?
The Vbe test cct collector current is 1.5ma---whats with the 200ma's
Little help from an EE.
