So when I’m playing my Moog Little Phatty Stage 2 firmware 3.1, I am scrolling through the factory presets. However my LED’s on every knob keep turning without me doing anything and keep taking me out of factory presets to user presets.
This is very frustrating! I don’t know what I’m doing wrong or anything.
I’ve tried a factory reboot and everything but it keeps happening.

Sounds like dancing light syndrome. What you should do is first change outlets. If that doesn’t work, plug the synth into an outlet in another room. If all else fails, call the power company and tell them THEY have a problem. It is a grounding issue, not a software issue. 
I’m pretty new to the LP, but what you are describing sounds to me like normal behaviour. When in preset mode when you first settle on a preset you’ll see “Preset Active” on the display. As soon as you change any controls that chages to “Panel Active” meaning you’ve modified the preset. You can compare back and forth at this point by pressing the “Preset Button”, but “panel active” mode stays live underneath and as soon as you change a control your previously “panel active” mode takes over and you’re new control changes get added to your existing ones. Turning the preset wheel to another preset and then back resets “panel active” mode for that ‘unstored’ custom preset data and allows you to start fooling around again starting from the factory (or stored) preset.
