No, when in edit mode, the sound is not determined by the settings on the panel, it is whatever preset you were last using. The only time where the sound is determined by the settings on the panel is when you switch the Voyager on.
Did you read the addendum? You must be in real panel mode in edit menue (or tweek all the knobs) to have all knobs represent the value. When you turn on the voyager in 1.5 the values correspond to the values when the voyager was last turned off.

I think the Voyager and other MM manuals are some of the best written for people who just don’t have a tech bone in there brain. You could teach pre-schoolers about basic music synthisist with them.
