are the two versions (boot and system) 3.6?
You will find it in the MASTER menu. You will find the SysEx enables in the MASTER "MIDI Enables" menu.
Take a look in the middle of the PDF and you will see infos about the order of the bank A,B,C and D:

you can update all Voyager versions with the newer software.

very often I got these broken TI chips in the ADSR circuits: U7/U29 (4052), U8/U30 (TL074), U44 (4013), U13 (LM339) or U28/U32 (4053). I guess one or more is/are broken.

I guess U1 (74HC32) on the right panel board is the reason for your problem.

to fix that problem make sure the value of R16 of the touch surface board has 82 KOhm.

the fine tune pot is not connected to the digital board - that means you can't see any values in the display.
I guess the pot is broken.
