Mono and noise floor

Loading a monophonic presets switches all soundcards on, resulting in a well noticeable noisefloor.
Toggling the MONO switch off and on again activates the "magic", resulting in about -10dB noisefloor.
Is this a bug, that the routine of switching off cards is not invoked after loading a (mono) preset?
