Can you hear the filter self oscillating with full resonance if the cutoff is in the audible range?
Set the Amount of Contour to zero. And the VCA Envelope to short attack and full sustain.
If this is working, try to use the full keyboard tracking of the filter. Does the filter track more or less as expected?
If this is all not working, I would check the PSU first.
