There is a background oscillation on output

With all sound sources turned off or volume set to zero there is a background oscillation on output.
I have reseated vco board and vcf board but no joy.
In fact even with vco and vcf board removed, when power is flicked off the noise is audible as the PSU capacitors discharge.
I need help.
