Or do I have to sample one note and load it on to a sampler? ;/

If you look at page 25 of the SUB PHATTY manual (it's page 25 on the web pdf anyway),
you'll see a parameter called OSCILLATOR GATE RESET.

I'm pretty sure that's what you're looking for.

I don't suppose anyone here has the technical background to tell me if this could be done with any of the modern moog synths with some Firmware changes, or is this the sort of feature that requires supporting hardware also?

Not a dumb question.
I think it's not just a software matter, just as osc sync can be.

There will be a dedicated button on the SUB 37 (KB RESET) that does this.
