It's a John Cage reference. 4'33" is a piece that Cage wrote. The Piece is 4 min 33 sec long and is completely silent. The only sound is the sound of the audience. I'm only guessing that the 4'33" fogger makes no sound.

I saw 4'33" performed this weekend at the Toy piano by Margaret Lan Tang.
