USB Keyboard - Up/Down doesn't work

When using a USB Keyboard, the up and down keys move the cursor up/down one line, but then it jumps back to the original line. Should stay on the line you move to after releasing key.
Keyboard: MACALLY Model RFCOMPACTKEY.
(P.S. Good news: Page up, Page Up/Down to beginning/end of Note works, Home/End to beginning/end of line works).
