Pitch Wheel stiff and spring back is sluggish

I bought a Subsequent 37 which is basically brand new. Compared to my Little Phatty the pitch wheel feels stiff. And it springs back to center much slower.
Is this how the Subsequent 37s are built?
If so, can I modify the tension?
Would the LP’s LHC work as a replacement?
