18 years in and I believe I have uncovered a bug. Under Panel edit mode If you select "Category" instead of "Help" and then exit panel edit mode pressing ENTER multiple times changes bank and or program locally (non-midi). I don't see any logical pattern to it but it is consistent.
I think I must have inadvertently switched to this "category" option recently. I often rely on hitting the enter mode to reset my controllers when performing so it's back to the "help" option for me. Still would be nice to have it fixed.
Edit: I'm on the latest OS 3.6

I would not say it's a bug - it is a function:
in category mode you can jump to the next preset with the same category when you hit ENTER two times.
You can step backwards when you press and hold ENTER and hit the CURSOR. You can see right arrows for forewards jumps and the left arrows for backwards jumps. Select the category with the ext. input pot.

Ah - I understand now. I was not familiar with this functionality and can see it being very useful. Thanks Rudi!
