Program Change transpose / bug ?

Hi,

I have created a few patterns that I am triggering via MIDI / Program Change in a Cubase sequence.
The Program Change is changing patterns correctly, however, the first note in the pattern is *always* C.

I always program the patterns in C so that they transpose correctly, so it seems that it is starting the sequence in a default state of C before transposing immediately after.
(In this particular pattern most of the notes are on the root so they should be A's.)

You can see in the screenshot I want the patterns to be in A so I just have constant MIDI notes in 'A.'
Even still, the first note of the sequence after each Program Change is always C then it transposes to A for the remainder of the pattern.

Is this a bug or am I doing something incorrectly in the MIDI?
