907 padders

My cloned 907 fixed filter bank has been working fine but has always seemed to deliver half the level of the audio signal out.
I treble checked all the circuit and my layouts/components etc and found no discrepancy so the only thing left was to check the "padders" on resistors 2-17 as suggested in the schematics.
After experimenting I found that adding a 2K2 padder resistor to each suggested resistor (2-17) totally "woke up" the module.
It's giving a more normal output level now and I'm pleased but I'm wondering if I've used a "hammer" to fix the problem.
Has anyone any idea what value these padders should be....even roughly ?
