On page 19 the manual says the LFO Rate is .01Hz to 10Hz. Should this be to 100Hz? If 10 is correct then what is the upper limit of HI RANGE?

You are correct:
Normal Range LFO RATE = 0.1Hz - 100Hz
Hi Range LFO RATE = 1Hz - 1000Hz
