Sub 37 bug? Ratchet counts not cleared in sequencer

Is this a bug?

Repro steps:

  1. Create a sequence
  2. Add some ratchet counts on some of the steps
  3. Clear the sequencer by setting the pattern knob to REC and playing a new step
  4. Create a new sequence
  5. Play the new sequence
  6. Notice the ratchet steps from the original sequence are still set even though you did not record them
