what does ON mean in the mod busses on the voyager (sorry wrong forum)
just a steady 5V DC, no modulation. Useful if you’d like to use shaping by itself or just a static mod wheel, for example.

Yes, you must have “some” shaping otherwise you can’t get no modulation
