Are the note sync and midi sync settings saved with each preset?

Or do you have to go through the CC commands each time you turn the Minitaur on?

Yes, usually, everything is saved in each preset.

So if I plug a midi controller keyboard into a Minitaur and set CC#81 to 127 and save thepreset, when I power down and plug different keyboard into the Minitaur, the oscillator phase will now reset every time I press a key? Thanks

If you use the very recently released, new firmware version with the new editor - yes.
