can't change octave OSC1 if LOCAL is off

I can’t change the octave of the oscillator 1 if i put the LP II on local off.
I have the OS 3.1

same with me, Osc1 Oct = CC74 is not recognized by LP Stage. just installed 3.1 StageSystem_v3_1_653.hex. didn´t help either

any solutions yet?
