do you use balanced or unbalanced cables to connect your CP-251s and VX-351s? Is there a difference for signals that carry control voltages?

You can use either. You can mix TRS and TS on the 251 with no problems. Using TS in the red jacks of the 251 makes it so no EPs can be used.
