Can I add say a Werkstatt or any other external mono synth with audio and CV out to the Sub Phatty using the Audio in and CV in jack? or does the CV jack on Sub PH need to be CV out?

The Sub Phatty has only CV inputs, so you won’t be able to control an external device from a Sub Phatty using CV. You can however send MIDI to another synth (if it has a MIDI input) and route the audio out from that synth back into the audio in on the Sub Phatty (or a mixer, or whatever you like of course). Or… you could send out MIDI to a MIDI-to-CV converter and then control a device with CV inputs that way. If the other device also supports MIDI in then converting MIDI to CV probably doesn’t make too much sense.
As far as CV and the Sub Phatty go you can only use CV to control the Sub Phatty from another device (which need to have CV out). You can for instance send CV out from a synth that supports that to your Sub Phatty and send the audio out of the Sub Phatty back to the original synth (or a mixer, or whatever you like of course).
CV is always a bit trickier than MIDI, because there are several different standards when it comes to CV, so check what the minimum and maximum voltages are for each device you connect via CV, and if it’s Hz/Volt (Korg/Yamaha style) or Volts/Octave (Moog style). The guy who sold me my first Little Phatty used to have a Doepfer Dark Energy as third oscillator. Yes, MIDI will work. Reinject the other synth’s audio into the audio input of your Phatty and voilà
