12 bit resolution should give you 4096 steps.
The use of two CCs spaced 32 apart is how MIDI supports 14 bit resolution (except for pitch bend). Controllers 0-31 are the MSB, 32 to 63 are the LSB. So looking at controllers 19 and 51, these are in fact linked together.

When you want the VCOs to lock when not detuned, just use hard sync that's what it was originally meant for back in the early days of modulars

To hear the LP inside Live you also need an audio interface.
You didn't need to buy the Uno if your LP is a Stage II, a USB/MIDI interface is built in.
