The Voyager is the better option as the controller. Get one of those Kenton Midi-CV converters. There are VX units available but Fooger prices have been nuts over the last few months. Reverb seems to enjoy artificially inflating the price.

Sounding like Mort Garson is going to require programming and phrasing similarly to how he did it. Phrasing is almost more important than the actual instrument used.
Moslab and Synth-Werk are about as close as you can possibly get. Maybe those Behringer 900 series modules are just as suitable.

You may find yourself wanting an expansion cabinet to go with it. Perhaps an 8u cabinet for extras like a sequencer, filters, or another vca. Or a Kenton Pro-2000 for Midi-CV Conversion.

Filter Bank Comparison/Substitution
For years I coveted the inductor-based Filter bank and have since acquired two different versions. How do the clones hold up to the 907? Will a MuRF or the 10-Band EQ do the same job for a fraction of the price? This video should settle the issue.
