A Midi-in can't drive what ever unit, because of it opto-coupler connection only.
There is not voltage exchange from the external source into a midi in. And of
cause no voltage from the midi in to the sender.

bleep it, i went ahead and made one:

download max runtime: http://cycling74.com/downloads/

download the patch: http://www.mediafire.com/?xmnqmmyltii (just delete the.txt after the file).

the patch isn't the best realmtime performance instrument, but it'll hold a steady clock and let you change ...

the iac driver won't send clock and i'm not sure about garageband since i deleted it a while ago (good chance it does, though).

I'd be happy to write you a nice little clock multiplier patch with selectable rhythm values. you can open it up in max/msp runtime (free). really is the most elegant ...

Why would you want to write sequences with a 4 button foot pedal? Arpeggiators are often found in midi to cv convertors but standalone ones are no longer in existence.

Ooooh! Just noticed there's a nice arp implemented in the new Taurus board!
Maybe some of that code can find it's way over here...

Just standard issue up/ down/ up, down/ random would be epic. Maybe even throw in a first, last finger played if we're feeling sassy. :)
